According to an article of the Neue Zürcher Zeitung (NZZ), the Swiss government still has no sufficient strategy for China, even though it saw the need for it already 10 years ago and also promised to act quickly.
When dealing with China, departments in the government merely act on their own, without following any overall strategy.
